Please oppose the drastic changes to the Missouri Historic Preservation tax credit contained in SCS for SB 590.
Missouri REALTORS® was one of the organizations that supported the initial passage of the tax credit because we believed that helping preserve and rehabilitate historic structures makes good economic and cultural sense.
A study commissioned by The Missouri Alliance for Historic Preservation showed the impact that preservation has on local property taxes. The study looked at six counties.In two, Boone and Buchanan, on-line records allowed a comparison between property values pre and post-renovation. In Buchanan County, the net taxable values increase 107%, in Boone the change was an even more dramatic, a 242% increase.
The increase in assessed valuation is critical to local school districts.
Cutting the credit in half goes too far.
Giving the Department of Economic Development veto power over a project that meets all of the stringent requirements already in the statute, goes too far.
Prohibiting the use of the credit for single-family homes goes too far.
Please oppose the bill as drafted and work to create a reasonable compromise that preserves this tool for preservation and rehabilitation.
